Team Biographies

Rafal Walkiewicz – Chief Executive Officer, Willis Towers Watson Securities

Rafal is CEO of Willis Towers Watson Securities . He joined Willis Towers Watson in 2014. He brings over twenty years of international experience working with financial institutions and in particular insurance companies. He has a long track record of successful execution of multi-billion and mid-market transactions in developed and emerging markets.

Rafal started his career at BMT Brokers where he managed one of the first Polish independent stockbrokers, asset managers and investment banking boutiques. While at BMT, Rafal executed numerous financing, M&A, private equity and restructuring transactions. He built and led the team that developed the first internet futures trading platform in Poland and designed a new IPO procedure that opened equity market for foreign investments.

Subsequently, Rafal spent ten years at Goldman, Sachs & Co. in New York where as a member of investment banking financial institutions team he advised over $50bn of M&A, financing, anti-raid advisory as well as third party capital, securitization and closed-block transactions, including industry shaping deals: sale of AIG’s international life insurance business, Alico to MetLife, monetization of equity related securities in MetLife Awarded Structured Equity Issuance of 2011 by International Financing Review, and sale of GE’s global reinsurance business to Swiss Re.

Rafal earned M.Sc and PhD in applied economics from Warsaw School of Economics and an MBA from Harvard Business School. He is an accomplished author and researcher of financial institutions business models.

Brian Shea – Head of WTW Securities Europe

Brian is Head of Willis Towers Watson Securities in Europe. Previously Brian was the Chief Corporate Strategy Officer at the global reinsurer SCOR. Prior to SCOR, Brian was Managing Director and Head of the European Insurance Equity Research team for Bank of America Merrill Lynch. During this time he consistently led his team to a number one ranking in the annual Institutional Investor survey. He holds an MBA from London Business School and a BA in Economics and Mathematics from Bates College, Maine, USA.

Bill Dubinsky – Managing Director & Head of ILS

Bill heads the Willis Towers Watson insurance-linked securities effort in cat bonds, sidecars, ILS funds, contingent capital and derivatives. Since 1997, he has participated in more than 75 deals placing over $12 billion of ILS. Clients include reinsurers, insurers, government entities and corporate clients worldwide. He joined from Swiss Re Capital Markets, where he had lead responsibility for ILS origination and structuring. Previously, he worked at Merrill Lynch focusing on M&A and capital raising for insurers. He also worked with Aon Capital Markets in the initial years of the ILS market. Bill earned a B.A. from Harvard College, a J.D. from the University of Michigan Law School, and an MBA from the Kellogg School of Management.

Bob Fleischer – Managing Director

Bob brings to Willis Towers Watson over 30 years of experience as a strategic advisor to (re)insurance companies. He was a managing director in the Financial Institutions Groups at Banc of America Securities, Credit Suisse, and Donaldson, Lufkin & Jenrette and handled over 35 merger and acquisition transactions and 60 capital raising transactions over the last 20 years.

Howard Bruch – Managing Director

Howard distributes insurance-linked security new issues and trades ILS in the secondary market. He has worked in the banking sector for over 25 years. Howard joined Willis Towers Watson Securities in 2005 after acting as Head Forward Trader at Deutsche Bank. He has extensive experience in derivative structuring and trading. Howard earned his B.S.B.A. from Boston University and an MBA from the Wharton School.

John Philipsz – Co-Head of Willis Towers Watson Securities Asia Pacific

John joined Willis Towers Watson in 2010 from Bank of America in London where he was a Director in the Financial Institutions Group. He has broad experience in the UK financial services industry having executed numerous M&A and financing transactions for both public and private clients, primarily in the insurance sector. Prior to Bank of America, he worked in the Financial Institutions Group at Noble & Company in London, and at Merrill Lynch in New York and Tokyo. John is a graduate of Trinity College, Dublin.

Vincent Lien - Co-Head of Willis Towers Watson Securities Asia Pacific

Vincent joined Willis Towers Watson Securities in 2016 from Deutsche Bank Hong Kong where he was a Director in the Financial Institutions Group. He has broad experience in the Asia Pacific financial services industry having executed various M&A and financing transactions for both public and private clients. Prior to Deutsche Bank, Vincent worked in the Financial Institutions Group at Bank of America Merrill Lynch in Hong Kong, and at Merrill Lynch in New York. He earned his B.A. in Mathematics and Economics from Whitman College in Washington, and his M.A. in Economics from the New York University.

Selina Hu - Senior Vice President

Selina joined Willis Towers Watson Securities in 2015 from Fosun Group in Shanghai where she was Executive Director of Insurance M&A. She has accumulated rich experience in the insurance industry having led and executed several cross-border M&A and NewCo setup projects in the U.S. and Asia. Selina has also participated as Board Member for some portfolio companies. Prior to Fosun, she worked for Munich Reinsurance and Taiping Life Insurance in the actuarial discipline. Selina is a graduate of the University of Science & Technology of China and of Cass Business School, City University of London. She is Fellow of the Society of Actuaries.

Daniel Ohana - Senior Vice President

Daniel joined WTW Securities in 2016 as a Senior Vice President. Formerly a Director in FIG investment banking at BofA Merrill Lynch, Daniel advised on more than $50bn of financial institutions M&A and capital markets transactions.

Daniel was also with HSBC’s investment bank prior to BofAML. He has a track record of advising on multi-billion and mid-market transactions for financial institutions, with deal experience in both the life and non-life insurance sectors.

Daniel holds an MPhil in economics from Cambridge University and a BSs economics (First Class Honours) from University College London.

Quentin Perrot - Vice President

Quentin joined Willis Towers Watson Securities in 2014 from BNP Paribas where he led the origination and structuring of ILS on a global basis. Prior to this, Quentin was a Credit Analyst with BNP, where he performed credit analyses and reviews for insurance clients in the UK, the Netherlands and Scandinavia. Quentin graduated from École de management de Lyon with a MSc in Management.

Stephen Cox - Vice President

Stephen joined the Willis Towers Watson Securities team in 2014 from Allstate Insurance where he was a manager within the Corporate Strategy and M&A group. Prior to this, he worked in Allstate’s Personal Lines Finance Group supporting corporate planning and analysis. He has passed all three levels of the CFA (Chartered Financial Analyst) exam and received his charter in 2012.

WaiHou Hock – Vice President

WaiHou joined Willis Towers Watson Securities in Hong Kong team as a Vice President in August 2017. Prior to joining WTW Securities, WaiHou spent seven years at HSBC in their Financial Institutions Group Advisory, most recently as an Associate Director. At HSBC, he specialized in advising insurance companies and banks on M&A and capital raising activities. WaiHou is a graduate of the London School of Economics with a BSc in Economics.

Sheri Bloomberg – Chief Counsel

Prior to joining Willis Towers Watson Securities in 2010 as Chief Legal Counsel, Sheri was a partner in the corporate department of Dewey + LeBoeuf LLP. She has over 17 years experience providing legal advice on all aspects of merger and acquisition and corporate finance transactions with a focus on the insurance industry. Representative M&A transactions include the sponsored demutualization of Security Benefit Mutual Holding Company by Guggenheim Partners; Aviva's acquisition of AmerUs Holdings. Ms Bloomberg is a 1993 graduate of Yale Law School.
